Summary

This act provides FY2024 supplemental appropriations to several federal agencies for assistance to Ukraine, Israel, and U.S. allies in the Indo-Pacific region. The act also addresses various foreign policy issues.  The funding provided by the act is designated as emergency spending, which is exempt from discretionary spending limits. DIVISION A–ISRAEL SECURITY SUPPLEMENTAL APPROPRIATIONS ACT, 2024Israel Security Supplemental Appropriations Act, 2024This division provides FY2024 supplemental appropriations for federal departments and agencies to respond to the conflict in Israel.TITLE I–DEPARTMENT OF DEFENSEThis title provides appropriations to the Department of Defense (DOD) forOperation and Maintenance,Procurement, andDefense Production Act Purchases.The title provides the funding for purposes such assupporting current U.S. military operations in the region;replacing defense articles that were provided to Israel;reimbursing DOD for defense services and training provided to Israel; andprocuring Israel's Iron Dome, David's Sling, and Iron Beam defense systems to counter short-range rocket threats.(Sec.101) This section provides additional funding to DOD for U.S. operations, force protection, deterrence, and the replacement of combat expenditures in the U.S. Central Command region.TITLE II–DEPARTMENT OF HOMELAND SECURITYThis title provides appropriations to the Federal Emergency Management Agency for Operations and Support and Federal Assistance, including fun
