Summary

(This measure has not been amended since the House agreed to the Senate amendment with an amendment on January 15, 2014. The summary of that version is repeated here.) Consolidated Appropriations Act, 2014 – (Sec. 5) Makes appropriations for FY2014. (Sec. 6) Declares that each amount designated in this Act for Overseas Contingency Operations/Global War on Terrorism pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) shall be available (or rescinded, if applicable) only if the President subsequently so designates all such amounts and transmits the designations to Congress. (Sec. 7) Declares that if, for FY2014, new budget authority provided in appropriation Acts exceeds the discretionary spending limit for any category set forth in the sequestration requirements of the Gramm-Rudman-Hollings Act due to estimating differences with the Congressional Budget Office (CBO), an adjustment to the discretionary spending limit in such category for FY2014 shall be made by the Director of the Office of Management and Budget (OMB) in the amount of that excess, but not to exceed 0.2% of the sum of the adjusted discretionary spending limits for all categories for that fiscal year. (Sec. 8) Space Launch Liability Indemnification Extension Act – Extends through December 31, 2016, the application deadline for licenses with respect to which the Secretary of Transportation (DOT) is required to pay third-party claims in excess of a commercial space
