Summary

Highlights: This bill provides FY2019 appropriations and continuing appropriations for several federal agencies. The bill includes 2 of the 12 FY2019 appropriations bills: the Department of Defense Appropriations Act, 2019; and the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2019. The bill also provides FY2019 continuing appropriations through December 7, 2018, for agencies that have not been funded when FY2019 begins on October 1, 2018. This is known as a continuing resolution (CR) and prevents a partial government shutdown that would otherwise occur if any of the FY2019 appropriations bills have not been enacted by October 1. The CR funds most projects and activities at the FY2018 levels with several exceptions that provide funding flexibility and additional appropriations to various programs. It also extends several programs that are scheduled to expire at the end of FY2018. Full Summary: Department of Defense and Labor, Health and Human Services, and Education Appropriations Act, 2019 and Continuing Appropriations Act, 2019 (Sec. 3) Provides that references to "this Act" included in any division of this bill refer only to the provisions of that division unless the bill expressly provides otherwise.
